How to Grieve Your Assessment
Property Owners in New York State have the right to "Grieve" the Assessed Value of their property.
Each year the local Assessor sets the Assessed Values of all the property in the Town and publishes the Tentative Assessment Roll on or abut May 1st. The Assessed Values on the Tentative Assessment Roll are subject to Grievance.
If a property owner disagrees with the Assessed Value of their property as listed on the Tentative Assessment Roll they should file a complaint with the Board of Assessment Review.
The process is as follows:
The owner should first read RP-524-Ins General Information and Instructions for Filing Complaints on Real Property Assessments to determine how they want to contest the Assessed Value of their property. There are 4 choices for the reason an owner may contest their Assessment, but only 3 of them are options in the Town of Richmond.
After they have decided which approach they will take to contest the Assessed Value of their Property, they should fully and thoroughly complete RP-524 Complaint on Real Property Assessment as appropriate for their locality. For example, in the Town of Richmond, there is no village and 4 possible school districts, so page 1 should be completed accordingly.
It is HIGHLY recommended that you submit supporting documentation for your claimed Assessed Value with your RP-524. Robust supporting documents include a recently completed professional appraisal, multiple (3 to 5) Comparative Market Analyses from different Real Estate Agents, dated photographs of interior and exterior conditions, or anything that supports a different Assessed Value. Keep in mind that the 2025 Assessment is supposed to be 100% of Market Value as of July 2024.

There are specific deadlines to pay attention to when Grieving your Assessment:
May 1st - Tentative Roll is published - you will need the Tentative Assessed Values of your parcel to complete your RP-524
May 21st - Deadline to file your RP-524 & Supporting Documentation with the Assessor's Office for the best chance of being heard at the 1st meeting of the Board of Assessment Review
(Any RP-524 that is filed with the Assessor's Office between 5/21/25 and 5/27/25 may be held for review until a 2nd or 3rd meeting of the BoAR at the discretion of the Assessor)
May 27th @ 4pm - Deadline for filing your RP-524 with the Assessor - this year, if you wait until the 27th to file your RP-524, it is unlikely that you will be able to schedule an appearance appointment for that evening at the 1st meeting of the BoAR.
RP-524s not filed with the Assessor's Office by 4pm on 5/27/2025 will not be reviewed by the Board of Assessment Review.
